Overview
WGPS Consultants specialize in providing Intermediate Emergency Management services to healthcare organizations across the United States throughout the established and agreed-upon Project Performance Period. Our experienced consultants are readily available for activation and deployment to project sites nationwide. We strive to prioritize deployment within the consultant's home state whenever operationally feasible, ensuring seamless coordination and efficiency.
Responsibilities:
1. Lead and oversee day-to-day operations of emergency management programs by effectively planning, coordinating, prioritizing, and evaluating operational activities to ensure smooth and efficient execution.
2. Assess the overall effectiveness of incident command operations and implement strategies for continuous improvement to enhance emergency response capabilities.
3. Develop and maintain comprehensive emergency response plans, policies, and procedures aligned with the National Incident Management System (NIMS) and the Homeland Security Exercise and Evaluation Program (HSEEP), as well as applicable regulatory standards.
4. Create and manage healthcare setting's Emergency Operations Plan (EOP), Continuity of Operations Plan (COOP), Communications Plan, Incident Response Guides (IRGs), Hazard Vulnerability Analysis (HVA), and other relevant documents.
5. Conduct annual evaluations of the Emergency Management Program to gauge its effectiveness and identify areas for improvement.
6. Develop and maintain all documents related to regulatory standards, such as After-Action Reports/Improvement Plans (AAR/IP), 96-hour inventory, and training records.
7. Coordinate and plan emergency preparedness training programs, education, and exercises, ensuring staff training compliance and evaluating program effectiveness. Identify opportunities for improvement and implement necessary enhancements.
8. Establish and maintain an efficient Incident Command Structure within the healthcare setting to achieve emergency management goals. Develop and implement critical workflows to streamline operations.
9. Collaborate with leadership in System-wide emergency management meetings and initiatives. Manage various projects related to emergency preparedness.
10. Set operational and financial performance goals and lead the coordination and development of the departmental budget. Assist in justifying, developing, and allocating fiscal resources for emergency preparedness activities. Manage emergency preparedness grants, as required.
11. Provide on-call administrative and leadership support to facility leadership and the Incident Management Team. Maintain an up-to-date emergency contacts directory comprising the Incident Management Team, executive leadership, department leads, central office, and external agencies.
12. Conduct at least two (2) emergency plan activations or exercises. Prepare After-Action reports and Improvement Plans (AAR/IP) to identify lessons learned and implement corrective actions.
13. Regularly test emergency management communications systems to ensure their operational readiness. Conduct periodic inspections of emergency equipment to ensure availability and functionality during drills and actual events.
14. Oversee the procurement, management, and routine inventory of emergency supplies and inventories, including equipment used for decontamination, evacuation, and downtime procedures.
15. Chair interdisciplinary working groups and provide oversight to sub-committees as appropriate. Report the committee's activities and incidents to higher authorities as required.
16. Complete additional training as needed, including National Incident Management System (NIMS)/Incident Command System (ICS), Hazardous Waste Operations & Emergency Response (HAZWOPER), Certified Healthcare Emergency Professional, and Master Exercise Practitioner certifications.
17. Attend emergency management and preparedness meetings and conferences. Participate in internal/external quality assurance/performance improvement (QA/PI) activities, programs, and training as required.
18. Perform continuity planning functions, including Business Process and Impact Analysis to support Continuity of Operations. Facilitate and evaluate continuity exercises to prepare for unexpected disruptions of organizational services and functions.
19. Undertake other related work as assigned and be available to work off-hours (nights and weekends) as needed during emergencies.
